Enhancement - Auto Add Application Number to Notes
**As a ministry user I want all notes to have an application number when applicable. This is important for being able to identify where restrictions were applied or to what application work was done.
Acceptance Criteria
- [ ] Add "Application #" under the date in the notes UI for each time a note is added if applicable.
- [ ] If there is no application number attached then leave it blank and do not populate either new item

Additional Context Lower priority for manually entered notes as they can add application numbers to their note requirements This is higher priority for system created notes or notifications such as restrictions
I think adding this in can be helpful, maybe at the bottom of the note with other automatic details (time/user)? Or in the header beside "Application"
