Describe the Bug Unexpected error when study costs = or greater than 100,000,001

Expected Behaviour When the values are less than 100,000,000 (TBD) the warning that it needs to go to StudentAID BC for review is displayed

Actual Behaviour When study cost value is "100,000,001", the information message warning is removed Click "Validate" button - nothing happens Click "Add offering now"

Unexpected error "Unexpected error(s) happened during the submission: Tuition expenses must not be greater than 10000000"

** Steps To Reproduce**

Preconditions BC Public institution is created Program that allows FT and PT is created

  1. Go to a test BC Public institution to the program that was created above
  2. Click on 'Add offering.'
  3. Add any name
  4. Add any year
  5. Offered: PT
  6. Course load: 40
  7. Delivered: onsite
  8. WIL: no
  9. Study dates: 16 weeks (e.g. Sept. 4, 2024 - Dec. 20, 2024)
  10. Study breaks: no
  11. Study costs (enter generic study costs that have been used throughout assessment testing) Tuition: 100,000,001
  12. Study availability: yes
  13. Declaration: Select checkbox
  14. Click "Validate" button
  15. Click "Add offering now" button
  16. Note the message at the top right of the screen
  17. Repeat with fields Books and Supplies: Miscellaneous costs: Exceptional costs:
