Blended offerings go to pending status

As a ministry user i want all offerings with blended entered to trigger the pending status for the offering to be reviewed due to complex eligibility requirements for this specific type of offerings.

Acceptance Criteria

• [ ] Make it so that any offering submitted with the blended option goes to pending for review
