Bug - Ministry viewing institution nav scroll arrows

User Story As a ministry user, I need to be able to navigate an institution using the nav buttons to view different areas of information. I may not be able to use my full screen, or have a screen large enough, and need to access these menu options with a smaller display width.

Acceptance Criteria

• [ ] Update to show scroll arrows when screen is displayed at less than 1280 px. Can always show and just disable if not needed.
