Historical MSFAA Import Solution from SFAS

PT MSFAA and FT MSFAA - need to account for 2 possible msfaas in bridge file

Have discussed with Jason that easiest solution for part time release is only receiving MSFAA for part time students then create additional logic before Full time. This is contingent on their ability to identify and only send the part time ones.
