Appeals (Change Request) Dashboard - Bug Displaying Requests

Describe the Bug When I go into Appeals Tab as a Ministry User, I can only see six appeal requests in a queue, when in reality I might have hundreds.

Expected Behaviour Display all the appeals, not just six at a time.

Actual Behaviour System displays 6 appeals at a time. Once you approve or deny appeal, it will display a new appeal that was not previously displayed in a queue.

** Steps To Reproduce** Steps to reproduce the behaviour:

1. Go to 'Appeals Tab'
2. Click on 'View', click "View Request"
3. Scroll down to 'Approve for reassessment', click a radio button to either "Yes" or "No". Add Notes
4. Appeal is removed from a queue, and the new appeal is displayed on the screen, but the total number of appeals on a screen is still 6. As a result I do not know a true number of appeals in my queue, and can't even see them.

• [ ] Create a change request with multiple change request forms and check if the count displayed in the UI reflects only the amount of the change requests not the change request forms. See image below for example.
• [ ] Create at least one E2E to validate the returned records and its count.
