Introduce File Uploader for Institution Account

User Story As a Ministry user, I want to be able to send & receive files from an institution directly within their account, so that all communications are consolidated in a single location

Acceptance Criteria

• [ ] Add a File Uploader to the Institution account similar to the Student File Uploader
• [ ] When Institution is uploading documentation, the 'document type' options they can select are:
  • Institution Designation
  • Program Designation
  • Study Period Offering Designation
  • Other
