Enable Document Uploader Upon Profile Creation (Basic BCeID and BCSC)

Acceptance Criteria:

• [ ] Configure a file uploader available to Basic BCeID students submitting an account creation request
• [ ] Configure a file uploader available to BCSC students completing their initial profile (for scenarios when students don't know their SINs or are encountering SIN-related validation issues)
• [ ]

Business Context BCeID students have to do a lengthy attestation process which involves SAP workarounds, this would be resolved by a file uploader. PD students that need to upload their disability documents would now be required (through the BCSC profile creation) to do a SIN check in even if they are applying to other programs.
