Remove Overawards Deductions from PT eCert
User Story As a student, I do not want to have overawards deducted from my disbursement values, because nowhere in StudentAid BC policy does it say that will occur.
Acceptance Criteria
- [ ] When PT eCert effective values for all awards (loans and grants) are being calculated, do not deduct PT OA balances.
Business Context:
- PT overawards will still be calculated as normal (just not deducted from eCert)
- Prior to FT launch, Policy decision will be made about whether to undo this ticket and deduct PT OA from eCerts, OR whether to eliminate PT overawards all together and render all positive PT OA balances to zero, per #3526
Technical
- [ ] Remove the step
ApplyOverawardsDeductionsStepfrom the part-time e-Cert calculation. - [ ] E2E tests
- [ ] Ensure at least one E2E test will be targeting the part-time e-Cert generation where the student has overawards to be deducted but no deductions happen. Suggested E2E scenario "Should not deduct overawards for a part-time original assessment when the student has a positive overward balance for a part-time loan.".
- [ ] Create at least one E2E to ensure a grant already paid (sent) will be deducted from a reassessment. It should be created under disbursement.controller.saveDisbursementSchedules.e2e-spec.ts. Suggested E2E scenario: "Should deduct awards amounts from a part-time reassessed application when the disburserment was sent." (use loan and grants).
Technical Context
- Awards are processed during assessment time which means no changes are needed and they will continue to work as expected (source reference).
- Overwards deductions are applied only during e-Cert time in the ApplyOverawardsDeductionsStep, hence removing the step from the part-time processing should be enough.
