Create a notification for institutions when a program approval expires (approved program renewal)
As an institution I want to receive an email notification when a program that was approved manually by SABC expires. I need this so that I know when students are no longer able to apply for that program real time.
Acceptance Criteria

[ ] Create GC notify template to notify institution that the program has expired and is not being offered to students.

[ ] Have the notification trigger when a program that has been approved in the past and is now changed to inactive.

Additional Context The process in the system already exists just need to create a notification trigger at that threshold.
