COE for $0/Not Eligible Assessments
User Story As an institution user, I don't want to see COE requests for $0 disbursements. This seems similar to a process I would use in the legacy systems to report students still in a study period for interest free status and I still need to report it directly with NSLSC. By showing institutions these $0 disbursements and requiring action on them, it could imply they still report these students through us and don't do it federally anymore.
Acceptance Criteria
- [ ] Do not show $0/Ineligible disbursements to Institution users, even if COE is "Required"
- [ ] Do not show $0/Ineligible requests in the COE Requests Report.
- [ ] Do not send ECE requests to institutions for $0/Ineligible COE requests.
Additional Context When a Not Eligible (testing required to determine if this is consistent with $0) assessment is actioned by an institution to confirm enrolment, an unexpected error occurs. This should be a very SMALL possibility of happening as students will not be able to accept an assessment that is $0/Ineligible. It would only reach this stage if they have accepted an assessment that had an award amount which was later reassessed to be $0/Ineligible. Institutions should not be able to perform a confirm or decline action on a disbursement for $0. They should not see these in their pending COE or future COE dashboards. They should not receive them via ECE files.

I've added the following line to additional context "Changing the validation for being able to action a $0 COE for institutions also is shared with ministry users. This change may also impact the ability for ministry users to confirm COEs for $0." based on a conversation with Dheepak yesterday.
