Content: Student Error Message when SIN Check Fails

Acceptance Criteria

[ ] When a student submits a new profile, update the warning banner which alerts them to SIN check processing time. Remove current text and update with the following:

"StudentAid BC is currently validating your profile information with Employment and Social Development Canada (ESDC). This process may take up to 72 hours."

[ ] When a student SIN check fails a banner message is displayed across all screens.
[ ] Revise text of error message to:

" The SIN information provided on your profile does not match the identifying data verified with Employment and Social Development Canada (ESDC). For more information, please contact StudentAid BC at 1-800-561-1818."

Current Behaviour

If SIN check fails, banner message gets displayed on all screens of a student's account, AND;
Student cannot submit an application
Any in-flight applications are blocked from being disbursed
