[WAITING ON POLICY] Power of Attorney (POA): Process needed for POA to submit an application on behalf of the student

User story As a student user, I need someone to make financial decisions on my behalf so that I can apply for a student loan.

Example: Mickey Mouse is 19 years old but has had issues in the past so Donald Duck (Mickey’s attorney because he has no parents must be able to disperse the funds to Mickey [TBD])

Acceptance Criteria

• [ ] ? A process is needed for POA to act on the student’s behalf.

Business context Current policy is for a paper application to be used when an applicant requires a POA to act on their behalf. We need to have an alternate process in place that supports POA to submit an application.
