As a Ministry user I want the Designations page updated with accurate language to understand the type of work.

Acceptance Criteria:

• [ ] Revise: "Pending Designations" to "Pending designation requests"
• [ ] Revise: "Make a determination....." to "Pending designation requests that require ministry review."

Ignore content on screenshot, use from ACs. Ignore highlights table column headers.
