Ministry View Student Application Status Tracker

Story Description: As a Ministry user, I want to be able to see the student's application status bar and tracker cards so I can better support them.

Acceptance Criteria:

• [ ] Add additional link to the side nav for ministry users (NOT BC Public users) viewing a student's application (See image)
• [ ] Allow ministry users to view the status tracker for an application.
• [ ] Allow ministry users to also see the tracker cards for an application.
• [ ] For any internal SIMS links to actions for the student, disable the buttons.
