Student: Error message: error message to student when their profile creation has been denied by ministry user and they try to submit again
User Story As a Student user I want to be able to resubmit profile information for account details that have already been denied. Instead of being required to make an entirely new Basic BCeID.
Current state when trying to submit again gives the following error (error seems to be a bug so resolution may solve overall user story)Fig 1.

- [ ] Allow student to submit profile information with BCeID credentials that have been denied in the past so that they do not have to re create a brand new Basic BCeID account with identical information.
- [ ] Resolve error that is currently appearing
Business Context Camunda workflow to be reviewed
When the Ministry declines a student's profile to be created, the student should not be able to log back into SIMS and edit their profile information.
@astridSABC let's chat about this one when you are back as I would think that the communication to the student would be a business process at the time the account is review and denied. Is the message above shown when the student has submitted an account request and is attempting to login with the credentials prior to an approval/denial? Agree that the message should be updated either way but let's chat the process so determine best messaging
