Remove no longer Needed Packages

Remove packages no longer needed by the web application or there is no plan to immediately use them.

Acceptance criteria

• [ ] Remove jest related packages. It is not used right now and can be added later if required.
• [ ] Remove vue-class-component. Use in a single place and the assumption is that it is no longer needed.
• [ ] Remove @vee-validate/rules.
• [ ] Check if any other package can be removed.
• [ ] Create individual PRs for the individual ACs as much as possible.
