Institution Restriction - Prevent Remittance

User Story As a ministry user, I want to restrict some institutions from being able to remit funds directly when COE is confirmed.

Acceptance Criteria

• [ ] Add new institution Restriction:
  • Category: Remittance??
  • Reason: ??
• [ ] Restriction prevents the institution from entering an amount when COE is confirmed.
• [ ] Restriction does not have an end date.
• [ ] Note is added to the institution under "Restriction" type and the information entered in the "add new" is displayed (ministry users only)
• [ ] Similar to student restrictions, allow ministry users to view All restrictions for an institution and their status as well as the date it was added
• [ ] Similar to student restrictions, allow ministry users to view each restriction in that list to view more details and provide a note field and a "resolve" button.
• [ ] Change COE confirmation modal to only have the "Yes" or "No" options to confirm and DO NOT show the amount field to institutions with this active restriction.
• [ ] Processing ECE: Schools can submit remittance requests, no error if an amount is entered other than "0". Provide warning in confirmation "X records had remittance requested and due to restrictions will not be submitted"
