(PENDING CONFIRMATION FROM IPDT) Additional Regulatory Bodies for Programs

User Story As an institution user, I want to be able to select the regulatory body for my programs from a drop-down list. As a ministry user, I want more options for regulatory bodies when institutions are creating their programs so they are more likely to select the one that applies to them instead of using the freeform field.

Acceptance Criteria

Business Context Adding additional common regulatory bodies will reduce workload for IPDT and reduce wait-time for Institutions for pending program decisions.
