Build UI inventory of Student eCert Errors

User Story As a Ministry user, I want to be able to see the historical list of students whose disbursement requests contained errors and were not successfully processed by NSLSC. I want to be able to view the status, and flag them / remove them from the list if those records have been resolved.

Current Behaviour: eCert errors are logged through combination of an automatic email to JIRA, as well as through a custom report capturing a historical list of eCert errors extractable through the Ministry interface.

Expected Behaviour

• Create UI screen which contains all historical eCert errors, along with the required identifying information (names, eCert numbers, date, etc..)
• Allow Ministry to filter this queue in a variety of ways
• Allow Ministry to assign various statuses to this inventory so Staff can be aware of which records need attention and which have already been resolved.
• Allow Ministry to add notes whenever they are resolving a particular record.
