Merge Application Exception Uploads into File Uploader

Description: Automatically merge any files uploaded through the application into the File Uploader so they can be viewed together with other files.

User Story: As a ministry user I want to be able to view all files uploaded by the student in a singular place so they can quickly retrieved for review.

Acceptance Criteria: Anytime a student uploads a file through the application,

• [ ] Keep the file embedded within the application so it can be reviewed as part of the application
• [ ] Copy the file to the File Uploads and place under the 'student uploads' section with a label next to it indicating the application number associated with it.
