Align validations on study dates between when Students enter dates for a PIR and when Institutions add dates into Program/Offering itself.

Validations changed on the 'add program' form according to #2446 to revise minimum/maximum length validations.

These same validations should be changed when students enter dates as part of their PIR request. I.e. if a student enters study dates that are 4 years long, a validation should appear indicating the maximum length of study period is XYZ weeks.
