Revise Unsuccessful Completion Consequences (Same for PT and FT)
Description of Task Revise the impact of an unsuccessful completion so that it does not cancel subsequent disbursements
All contents of this ticket apply equally to Part-Time and Full-Time
Current Behaviour When a complete application is reported as unsuccessful, the following things happen:

The application is archived

Application cannot be changed (Request a Change, Offering Change, etc..) Private Zenhub Image

XXX Number of weeks unsuccessful is added to their lifetime tally. (For PT students, a lifetime tally >0 weeks results in scholastic standing restriction. For FT students, a lifetime tally >68 weeks results in scholastic standing restriction)

No more scholastic standing events can be reported to that application.

Restrictions may be applied resulting from an UC being reported (e.g. #1199). These are outside the scope of this ticket
Expected Behaviour/AC's When a complete application is reported as unsuccessful, the following things should happen:
- [ ] The application remains in complete status (and is not archived)
- [ ] All features available to 'complete' applications continue to be available (Request a Change, Offering Change, etc..)
- [ ] Additional subsequent scholastic standing events can be reported on that application
- [ ] No re-assessment occurs on the application, and no COE request is generated
- [ ] All remaining disbursements associated with the application continue to be processed and disbursed.
- [ ] Student Application Status Tracker card must be revised to read: "Your school reported an Unsuccessful Completion of studies for your application. There are no impacts to the funding associated with this application, but this may impact your eligibility for StudentAid BC funding in the future."
- [ ] Check code for areas considering scholastic standing as a single record. If the changes detected are going to demand too much effort, create a new ticket to handle the work.
- [ ] Ensure that the tracker is going to work with school scholastic standing
Note: In summary, reporting an unsuccessful completion should have no direct impact to a student's application. The only consequences of an UC is to add XXX number of weeks to a student's lifetime tally of Unsuccessful Completion, and if that tally exceed a certain threshold, only THEN does it impact an application (e.g. via a restriction)
@HRAGANBC Circling back on your comment "All remaining disbursements are cancelled for that application (?? Need to confirm this) The student's assessment summary says their second disbursement is still pending, but their application status tracker says other (see below)" AND
"Restrictions may be applied resulting from an UC being reported. These are outside the scope of this ticket." Do we have a ticket for UC Restrictions.. yet?
@michesmith Just clarified the current behaviour.
Also, yes, there is a ticket for UC-based restrictions. #1199 was implemented successfully a while ago.
