Ministry: Cancel Application After COE and before Disbursement

As a Ministry User with full access** I want** to be able to Cancel Application and all Associated Disbursements after COE and Before eCert is Generated. So that student will not receive money and can potentially resubmit another application without running into study overlap (PT to FT switch and vice versa).

Additional Context: Current Behaviour

• Student with incomplete application can cancel application --> any disbursements associated with assessment are cancelled --> any COE request associated with disbursements is cancelled
• Student with complete application cannot cancel their application themselves
• Student with complete application cannot have ministry cancel their application
• Student with complete application can have a full hold restriction applied on their account at any time, preventing them from getting funds, but this will leave an application in the system and study overlap check will block subsequent apps for that program year (undesirable)

Acceptance Criteria:

• [ ] After application has COE approved and before the FIRST eCert is generated, enable "Cancel" button in Actions Column on Ministry Portal
• [ ] Once Ministry User clicks "Cancel" button a pop-up screen with the warning and a Note section is displayed
• [ ] Note must be a mandatory field
• [ ] After eCert is generated, remove "Cancel" button in Actions Column from Ministry Portal View
• [ ] Once Ministry User clicks "Cancel" button, the application status changes to canceled and system is instructed not to generate eCert (same functionality as if student cancelled)
• [ ] The application changes status to Canceled and system autogenerates email to the student that their application was cancelled
• [ ] The system displays a new application Student tracker card with a cancelled status which can also be viewed through Ministry portal (shared component): Text displayed on Student Tracker Card: "Your application and all disbursements associated with it were cancelled on Nov 01, 2024. However, you can still view your application by clicking the “Application actions” button. If you have any questions regarding the cancellation of your application, please call StudentAidBC."

May need to expand the scope of when Ministry can cancel applications. Currently they can force a reassessment to prevent an ecert from going out or cancel the ecert after it's generated (with the process of notifying NSLSC). These two solutions do not change the study period attached (and locked down) for the student and the student is still without money. Need a 'Cancel' solution that allows freeing up that study period for the student to reapply.

@Joshua-Lakusta need to review difference between Not-so Full Full and Full Priority, this may become a bigger problem sooner than later but not needed day 1.
