(Possibly) Allow Legal Operating Name to be Editable by Ministry for BasicBCeID Institutions

Expected Behaviour: Ministry needs the ability to edit the 'legal operating name' field for an institution. Ideally this field would be editable from the interface within the Ministry account. However, given the very small amount of times this functionality will be used, it would be sufficient for MVP if this field could be editable by contacting someone at TBTB to have them change the value in the database. Please confirm that making edits directly in the database would be sufficient and therefore exists as an interim MVP solution, otherwise we need the ability to edit the field in the interface
Current Behaviour: Ministry can edit the 'operating name' field for a BasicBCeID account, but the 'legal operating name' field is locked to Ministry and cannot be edited. This means the only way to change a legal operating name would be for the institution to create an entirely new account, which would lose all of their account information.
