Create Access Denied page

We need a page to display when a user tries to access a page that they are not allowed to access.

Reference Lynn's figma diagram. NOT SURE IF THIS DIAGRAM ACTUALLY EXISTS image.png

  • [ ] Create access denied page according to Lynn's figma diagram
  • [ ] Display page whenever a user encounters a 403 error.
