#12 - Ministry Reversing Withdrawals

As a Ministry Staff user* I want the ability to reverse a withdrawal event for a student and the impact it had in the event that an Institution user has reported a withdrawal accidentally or incorrectly due to an incorrect application of policy.

Additional Context

In 2021/22 PY, 101 withdrawals were reversed by Ministry Staff
