#14 Report Scholastic Standing without an application (for students in an interest-free study period).

As a Institution/Ministry user I want report withdrawals and unsuccessful completions for a student without a corresponding active application So That withdrawal and UC events are recorded while a student is in an interest-free study period.

We do not need to worry about the "interest-free study period" in SIMS; this is something that is managed by the federal government.

The institution and ministry users will know when a student is in an interest-free study period and just need the ability to report withdrawal and unsuccessful completions without associating it with an application.

Initial Analysis

• Ministry currently does not have an interface to report scholastic standing for a student. There may be potential to reuse some of the existing interface for Institutions.
