Describe the Bug Institutions able to report a number of UC weeks (unsuccessful completion) that is greater than the study period weeks, which should not be possible.

Expected Behaviour When reporting UC weeks, institutions should only be able to report a number of weeks that is <= number of study period weeks. If institution attempts to report a number of UC weeks > number of study period weeks, there needs to be a validation that prevents that from being submitted.

Actual Behaviour Currently, an institution can report a number of UC weeks > number of study period weeks and the system accepts it.
