Add XChaCha20Engine and XChaCha20Poly1305

This PR adds an implementation of IETF draft XChaCha20 and XChaCha20Poly1305 (https://datatracker.ietf.org/doc/html/draft-irtf-cfrg-xchacha). The implementation was inspired by the XSalsa20 implementation.

Thank you again @Traderjoe95 for your contributions to the community. Currently when implementing Branca Token, XChaCha20Poly1305 is needed. I would like to ask if there is any new progress on this issue.
