Publish FIPS-certified editions to nuget

Hello

On https://www.bouncycastle.org/download/bouncy-castle-c/ there is a nuget link

On https://www.bouncycastle.org/download/bouncy-castle-c-fips/ there is no nuget link. Also on nuget.org I could not find the FIPS package.

I would appreciate it if it was made available via nuget feed.

Having bc-fips on NuGet would also help with CycloneDX SBOM generation.
