Reintroduce Sonar Qube

Can this be closed? I noticed Sonar output on the MRs so it seems like it was re-enabled at some point.

No. Cannot be closed yet. The current Sonar reports are some automatic default thing because the project is attached/enabled in SonarQube. It is not using the custom one written in this project. If the script is re-enabled in CircleCI it will complain that it cannot have both automatic and manual. So we need someone to investigate a bit on this.
