As a data point, Gusto uses RDS and we do not have `aurora_enable_repl_bin_log_filtering` set to zero while using gh-ost.

I'm also seeing this when running from within Docker on Windows. Not having this problem on Docker on macOS.

It looks like this PR lost momentum and still addresses an open issue. What's needed to move it forward?
