Use surrogate models

As discussed with @salomonl , it would be great to be able to specify a surrogate model.

Hey @tmigot, for the moment, introducing static surrogate models requires a big change in the NOMAD C++ code api (not the C interface), which should be planned for the release 4.1.3 of Nomad.
