Design/Prototype local scalable environment

We want to have local environment which is also scalable, but will not require any kubernetes installation. Of course we may have k8s configuration or docker-compose files what let people run daemon and all drivers on minikube or any hypervisored environment. But the main goal is to orchestrate it in such a way to make this doable and painless for users.
