Users that re-register account and rejoin groups do not get messages

The problem

In the event that a member of a group re-registers the account to a new number, signal-cli-rest-api seems to go out of sync and that person no longer receivers any message sent to that group by the signal-cli-rest-api account.

I verified through linking an instance of the Desktop app that the user is trusted and marked as verified.

Adding the signal-cli-rest-api account to a new account also does not reflect in the v1/groups/[account] endpoint.
