Device config docs are out of date

http://fmtvp.github.io/tal/overview/device-configuration.html is missing information around broadcast modifiers, and has an incomplete list of page strategies.

There could also be other out of date sections.

We should probably do this as part of 6.0.0 as those changes will need to be reflected in the docs.
