release 1.10.2 missing binary packages

It seems that the latest release is missing packages

I noticed this because I maintain a scoop manifest. Thought it was just file rename hijinks- nope, they don't exist.

Ubuntu packages are available now in Launchpad. On Mac, 1.10.2 is available via Homebrew. Other packages will be added as and when I have time to create them.

I have now added binaries. The Amazon Linux build is failing, so any help updating that would be welcome! https://github.com/bbc/audiowaveform/tree/master/rpm
