[bug] Need to run MAKE twice to bypass strange gfx error thing

Yes, sometimes from a fresh cloned repo, I need to run make twice, I think because the graphics files needed to be processed by pcx2snes do not get processed. Will try to upload a build log displaying this issue. :D
