Consider configuring strings with @NoSpell in bzl syntax

With spell checking enabled in bzl files, you see a lot of spelling errors reported due to the fact that most strings in bzl are paths or other special names. Only the comments really make sense to spellcheck.

We should see if we can disable spell checking on strings in bzl files using the @NoSpell cluster.
