aspect: add private_deps as a propagation property

THe private_deps attribute is used in rules_swift for implementation only dependencies.

Does Tulsi need to handle private_deps in any special way e.g. for the indexer targets?

Thanks for submitting this PR but this repository is being deprecated. Please switch to rules_xcodeproj as a more complete and maintained alternative.
