Mac Catalyst support? `aarch64-apple-ios-macabi` and `x86_64-apple-ios-macabi`

Do we have any plan for Mac Catalyst? Or would new PRs about Mac Catalyst support be reviewed?

This might be something to bring up with https://github.com/bazelbuild/apple_support. Related changes for iOS (https://github.com/bazelbuild/rules_rust/pull/1304) were recently made. I think it'd be reasonable to make a similar change if there's existing constraints in that repo.

Fwiw bazel doesn't really support catalyst fully. Google pushed some incomplete stuff out for it that should be pretty easily fixable though. Should be fine to add here
