set up the Publish toBCR Github App on rules_perl to automatically send a PR to the BCR when cutting a new release.

@PiotrSikora are you able to do this? When I attempted it I get the following error: This action must be performed by an organization owner

Note that there is a new github actions workflow you can use as an alternative to the app. See the README for publish-to-bcr.

Yes I have permission, I just added that app to a bunch of other repos today.
