yarn_install(data) changes do not trigger yarn to re-run

🔬 Minimal Reproduction

• create a bogus file and add it to the yarn_install(data)
• build something depending on that yarn_install
• modify the bogus file
• build again, yarn_install should re-run

🌍 Your Environment

Rules_nodejs version:

2.2.2, older versions
