Create a rules_closure BUILD file generator

To migrate my company's JS codebase to rules_closure, I added a language module to Gazelle: https://github.com/bazelbuild/bazel-gazelle/compare/master...robfig:js

I don't expect that it will be merged into the upstream project, but @achew22 had the idea that you might be interested to support it, and apparently it's possible to check the language module into this repo, and users would be able to bazel run it. I'm basing that on https://github.com/bazelbuild/rules_sass/pull/75

Would you be interested in such a pull request?

BTW, I merged that Gazelle module into my rules_closure fork. 9caf0b94a55951f8e56c042c61d0d2fe04db2f34
