Fix CI status badges

The status badges in README.md that point to ci.bazel.io are currently pointing to dead links. Can we update those? Here's the page for that build: https://ci.bazel.io/job/rules_closure/

More work to recap README.md is required. Say, language attribute in closure_js_library has been removed in the code as mentioned in closure/compiler/closure_js_library.bzl.
