rules_cc_dependencies fails to define bazel_features (and others)

there are actually no dependencies loaded. I would have expected the usual maybe(http_archive, ...) for bazel_skylib and bazel_features and so on.

We can add them, but it won't help much as WORKSPACE has the first definition win. As a result, WORKSPACE users usually have to manually define the repos at the highest version required by their transitive deps anyway.

It would probably be equally helpful to just list out the deps with their minimum required version in the release notes.
