Incomplete results of "Find Usages" for Typescript

User report:

• "Find Usages" doesn't return anything for this particular function, or returns only the test occurrence.
• During "Find Usages", I can see in the status bar that the IDE is searching in the 4 files that use that function.
• "Find in files" returns all occurrences, as expected.
• Prior to this attempt, every step of "Repair IDE" had been performed, including invalidating caches.

Regression details:

• 2024.1.4 with Bazel plugin 2024.11.05.0.3-api-version-241:
  • Opening the project root - find usage in TS code only appears to search in test files
  • Opening [project root]/web only - find usage correctly searches all files
• 2025.1.1 RC with Bazel plugin 2025.04.15.0.1-api-version-251:
  • With both project root or [project root]/web only test files are searched
  • Disabling Bazel plugin on [project root]/web makes the search work as expected
