Bring back FreeBSD support on CI

Looks like the FreeBSD GCE images found a new maintainer, as the old and broken ones have been deleted and new ones have been uploaded. I'll try them out soon and see if they work fine now.

Hello, wondering what the status of this issue is. There are some users of rules_foreign_cc who use freebsd and are looking to upstream changes to improve support on the platform. Being able to test on this platform would be incredibly beneficial 🙏

@UebelAndre Thanks for pinging this issue. I didn't have time to look into it yet and there's currently no one on the Bazel team with FreeBSD knowledge, but I'll see what I can do in the next weeks.
