Support Buildkite "fail fast"

Recently Buildkite added a "failing" status, which lets the UI turn red before the tests have all finished running. https://buildkite.com/changelog/160-failing-builds-fast

This would be great for all Bazel runs under Buildkite. Sadly this currently requires some realtime BEP parsing, and FWICT in this repo the bep_file JSON is only read after the build completes?
